MINUTES OF EXTRAORDINARY MEETING 22/06/2021, 19.00 St Nicholas Church, Bulwick

(1) APOLOGIES None

(2) PRESENT Councillors J Taylor (Chair), H Fisher (Vice Chair), M Beaton, L Vaughan, J Sanderson

(3) DECLARATIONS OF INTEREST FOR AGENDA ITEMS Councillors Beaton and Sanderson declared that they live on the lane in question and left the meeting for the duration of the discussion of the agenda item.

(3) PLANNING Planning application ‘NE/21/00405/FUL Blatherwycke Road’ was reviewed.

It was noted that despite the original deadline for the Parish Council to meet, the Country Council had granted an extension for the date for the Parish Council to meet and the meeting was inside the new deadline. Local village objections were noted and a site visit had been completed. The Parish Council unanimously recommends refusal for the following reasons:

(a) The development is agricultural land and sits outside the curtilage / settlement of the boundary of the village. The Parish Council cannot support this development that contravenes the village boundaries.

(b) The development creates unnecessary safety issues for residents and other users of Millies Lane, in that: a. The road is very narrow and at 4.0 metres kerb to kerb and is already described by the County Council's Head of Transport, Highways and Infrastructure as 'substandard in terms of width'. Increased traffic will cause safety issues for other road users including pedestrians. b. The development will reduce the availability of parking spaces on the road for other residents and their visitors.

(c) Access for emergency service vehicles will be threatened and potentially inhibited. On completion of the sole agenda item, Councillors Beaton and Sanderson rejoined the meeting.
