MINUTES OF THE MEETING OF BULWICK PARISH COUNCIL HELD ON 05/01/2022, 6pm at Bulwick Village Centre

Present:

Councillors: Cllrs J Taylor (Chair), M Beaton, L Vaughan and J Sanderson and Clerk: Mrc A Disney

ACTION

1. Apologies received and approved:

2. Declarations of lnterest and Changes to the Register of lnterests:

There were no Declarations of lnterest or changes to the Members Register of

lnterests.

3. Approve and sign the minutes of the Parish Council Meeting of 18- October

2421:

It was RESOLVED that the minutes be signed as a correct record.

4. Matters Arising:

The Council acknowledged that the Ken Kemp Memorial Bench had been removed

and disposed of. The Clerk will continue to trace Mr Kemps family to advise them

Cllr Vaughan advised the council that the Phone Box ownership transfer is in

process from BT to the Council. A Contract and payment of f5 to be prepared this

was approved by allattendees.

5. Representations from Members of the Public:

6. Bulwick Gentre:

Agenda item postponed until Next meeting on the 30th March 2022. Request to Cllr

Vaughan and Fisher to use media resources to request public support at the next

meeting to enable the Council to gauge the strength of engagement & expectation

within the village regarding the Bulwick Centre Future

7. Defibrillator: Cllr Sanderson updated the council that The British Heart Foundation

grant is currently suspended due to COVID and no indication when this will reopen.

Proposalto include purchase cost f2,500 in the Parish Council budget in Fiscal Year

2022.

8. Highways Matters: Cllr Vaughan confirmed to the council that:

A. Village drains were cleared in December 2021.

B. Overgrown Trees on Southwick Road were trimmed in December 2O21

Chair passed on thanks Cllr Vaughan for remedying these items

Speeding Sign - Cllr Vaughan proposed to the council that a funding application be

made to North Northants Community Grant. AllAttendees approved.

Cllr Vaughan agreed to action the application and to be the point of contact.

Councillor Vacancy: Chair advised the meeting that Ann Disney, Banbery Lodge,

was appainted as Clerk with effect from 1st December 2O21for 22 hours a month.

Chair on behalf of the Council passed on their thanks to Justina Medwell, Locum

Clerk, for her strong support to the council in the interim period and for agreeing to

continue to support and mentor the new clerk.

The Bank Reconciliation was approved and duly signed by the Chair.

Finance:

To approve 2022123 Budget and Set Precept:

The final budget tor 2A22123 was presented to the Parish Councilfor consideration.

The Council Resolved to accept the Budget and to authorise a Precept for the year

2022123 of £15,000

The council decided to include budget items in response to Village requests, a

village defibrillator, upgrading / repairing / maintain some village signage and

common land and inclusion of Clerk wages.

The Clerk will submit the Precept Demand of £15,000 to NNCTo Confirm new bank signatories:

The Council confirmed Cllrs Beaton and Fisher, Taylor, Vaughan and Sanderson

as bank siqnatories.

Correspondence:

Email received by Cllr Vaughan advising that the Queens Head Public house

Bulwick will reopen early Feb 2022. The venue will be managed by GPS

Hosoitalitv and events. More information available online media sources

Training - Chairman requested the Clerk to inform Council of training opportunities

Approval will be needed to proceed 30th March 2022

Street Lighting - Clerk to contact eon to request that street lighting is repaired I and

request quote to replace obsolete liqhtinq as appropriate
